{"id":516,"date":"2021-02-19T15:08:32","date_gmt":"2021-02-19T15:08:32","guid":{"rendered":"https:\/\/www.alliance-scotland.org.uk\/policy-into-practice\/?page_id=516"},"modified":"2026-02-06T15:03:10","modified_gmt":"2026-02-06T15:03:10","slug":"2021-scottish-election-manifesto","status":"publish","type":"page","link":"https:\/\/www.alliance-scotland.org.uk\/policy-and-research\/campaigns\/previous-manifestos\/2021-scottish-election-manifesto\/","title":{"rendered":"Equally Valued: 2021 Scottish Election Manifesto"},"content":{"rendered":"\n<ul class=\"wp-block-list\">\n<li>Nearly half of all adults in Scotland live with at least one long term condition.<a href=\"#_edn1\" name=\"_ednref1\">[i]<\/a><\/li>\n\n\n\n<li>Around one fifth of the Scottish population define themselves as disabled.<a href=\"#_edn2\" name=\"_ednref2\">[ii]<\/a><\/li>\n\n\n\n<li>The number of unpaid carers in Scotland increased to 1.1 million during COVID-19.<a href=\"#_edn3\" name=\"_ednref3\">[iii]<\/a><\/li>\n\n\n\n<li>Third sector health and care organisations deliver vital services across Scotland and are an essential partner in local and national policy.<\/li>\n<\/ul>\n\n\n\n<p>For a fairer and healthier Scotland, the next Scottish Government must support and work with disabled people, people living with long term conditions, unpaid carers and the third sector.<\/p>\n\n\n\n<p><strong>Ahead of the 2021 Scottish Parliament elections, the ALLIANCE called for all political parties to make the following commitments:<\/strong><\/p>\n\n\n\n<p><a href=\"https:\/\/www.alliance-scotland.org.uk\/policy-and-research\/campaigns\/2021-scottish-election-manifesto\/recovery-and-renewal-manifesto-2021\/\"><strong>Recovery and Renewal &#8211; Learn from everyone\u2019s experiences and guarantee no one is left behind.<\/strong><\/a><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Commission an independent, person centred inquiry into the impact of the COVID-19 crisis on health and social care in Scotland.<\/li>\n\n\n\n<li>Appoint an independent Scottish Commissioner for Older People.<\/li>\n\n\n\n<li>Create a rolling Community Wellbeing Fund in every Integrated Joint Board area for third sector health and care organisations to reduce social isolation and support post-pandemic recovery.<\/li>\n\n\n\n<li>Provide additional sustainable funding to the health and social care sector to mitigate the negative impacts of Brexit on disabled people, people living with long term conditions, unpaid carers and the third sector.<\/li>\n\n\n\n<li>Appoint an independent panel of people with lived experience to inform and advise the Scottish Government\u2019s work on fuel poverty.<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/www.alliance-scotland.org.uk\/policy-into-practice\/2021-scottish-election-manifesto\/people-at-the-centre-manifesto-2021\/\"><strong>People at the Centre &#8211; Ensure everyone gets the right support, in the right place, at the right time.<\/strong><\/a><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Adopt a Digital Choice approach to mitigate digital exclusion and guarantee people parity between digital and non-digital health and care services.<\/li>\n\n\n\n<li>Prioritise appointments of Community Links Practitioners to every GP practice in Scotland\u2019s most deprived areas.<\/li>\n\n\n\n<li>Create a \u2018Right to Rehab\u2019 to ensure everyone has access to rehab when needed and no-one is excluded by a \u2018no rehab potential\u2019.<\/li>\n\n\n\n<li>Increase investment in community-based mental health and wellbeing services and guarantee people access to timely, good quality support.<\/li>\n\n\n\n<li>Fully incorporate housing in health and social care integration, for a more joined up approach to prevention and the right to health.<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/www.alliance-scotland.org.uk\/policy-into-practice\/2021-scottish-election-manifesto\/social-care-manifesto-2021\/\"><strong>Social Care &#8211; Reform social care as an investment in people, society and the economy.<\/strong><\/a><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Appoint a dedicated Minister for Social Care responsible for implementing the recommendations of the Independent Review of Adult Social Care and delivering an equalities and rights based adult social care reform programme.<\/li>\n\n\n\n<li>Increase the social care budget to ensure people have meaningful choice and control over good quality support and the third sector workforce enjoy Fair Work.<\/li>\n\n\n\n<li>Remove all non-residential social care charges.<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/www.alliance-scotland.org.uk\/policy-into-practice\/2021-scottish-election-manifesto\/human-rights-manifesto-2021\/\"><strong>Human Rights &#8211; Firmly root Scottish law and people\u2019s experiences in human rights.<\/strong><\/a><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Implement the statutory framework of the National Taskforce for Human Rights Leadership and legislate for full and direct incorporation of the UN Convention on the Rights of Disabled People into Scots law.<\/li>\n\n\n\n<li>Reform mental health law and policy to align with international human rights standards on equality and non-discrimination, participation, accountability and transparency.<\/li>\n\n\n\n<li>Adopt a human rights budget work approach to Scotland\u2019s national budget, to embed fairness, transparency and people\u2019s participation in resource allocation, financial decision making, monitoring and accountability.<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/www.alliance-scotland.org.uk\/policy-into-practice\/2021-scottish-election-manifesto\/social-security-manifesto-2021\/\"><strong>Social Security &#8211; Deliver a progressive and ambitious model of social security.<\/strong><\/a><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Initiate an independent review of social security for disabled people and create a world-leading system, according to the six principles detailed in the Scottish Campaign on Rights to Social Security\u2019s \u2018Beyond a Safe and Secure Transition\u2019 report.<\/li>\n\n\n\n<li>Increase the earnings threshold and remove restrictions on full-time education for unpaid carers seeking to access social security.<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/www.alliance-scotland.org.uk\/policy-into-practice\/2021-scottish-election-manifesto\/climate-change-manifesto-2021\/\"><strong>Climate Change &#8211; Put people, health and social care at the centre of climate change action. <\/strong><\/a><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Create a \u00a325m climate emergency innovation fund for third and independent sector social care organisations.<\/li>\n\n\n\n<li>Invest in clinically safe, environmentally friendly PPE and alternatives to single-use plastics used by disabled people and people living with long term conditions.<\/li>\n\n\n\n<li>Guarantee sustainable investment in accessible travel for people who access and deliver health and care services is included in action to reduce the impact of transport on climate change.<\/li>\n<\/ul>\n\n\n\n<p><strong>Download the ALLIANCE 2021 Scottish Election manifesto at the link below.
