ALLIANCE comments on Scottish Government’s Resource Spending Review framework

Our response outlines the importance of embedding equalities and human rights within public spending plans.
The ALLIANCE has responded to the Finance and Public Administration Committee’s Call for Views on the Scottish Government’s Resource Spending Review framework (this link will take you away from our website).
The Committee is seeking views on the Scottish Government’s consultative framework document on its forthcoming Scottish Resource Spending Review.
Resource spending is the spending on day-to-day running costs of government programmes and administration. The Resource Spending Review aims to set out multi-year spending plans for the remainder of the parliamentary term (2026-2027). The plans will support the Scottish Government’s ambitions and three core aims. These are:
- to support progress towards meeting our child poverty targets
- to address climate change, and, underpinning these
- to secure a stronger, fairer, greener economy
The ALLIANCE welcomes the publication of the framework, and the opportunity to provide views to the Finance and Public Administration Committee. We call for human rights and equalities to be embedded explicitly in the framework, and in the Resource Spending Review.
By embedding a human rights framework and tools within economic decision making, it is possible to balance competing rights, interests, and risks to support difficult and complex decisions, and ensure judgements about value for money and efficient use of resources are made on a fair, equal, and transparent basis, free from discrimination.
We call for sustainable, ongoing and protected funding and support for third sector health and social care organisations, and to prioritise the voices of the third sector and people with lived experience in economic decision making. By placing people at the centre, and adopting an outcomes focused approach, we can protect and fulfil our civil, political, economic, social, cultural and environmental rights.
