ALLIANCE respond to Long Term Conditions Framework calling for a human rights based approach

A balance between overarching and condition-specific actions must be underpinned by a human rights based approach.
The ALLIANCE have submitted a response to the Scottish Government’s consultation on a proposed Long Term Conditions Framework. The Scottish Government are proposing the creation of an overarching framework for long term conditions in general, supported by targeted actions for particular conditions. They describe this as taking a balance between a cross-cutting and condition-specific approach.
We consulted our membership on this proposal and our response is informed by ALLIANCE members with lived experience and third sector organisations working in the long term conditions space. Overall, the ALLIANCE and our members support the principle of taking a balanced approach between cross-cutting and condition-specific work, recognising commonalities in experience across many long term conditions.
However, some of our members express concerns about the loss of expertise and support that has been delivered through existing condition-specific strategies. In addition, some scepticism was shown about how useful another framework would be at improving outcomes. It is important that the Scottish Government provide clarity and reassurance about the status of existing strategies and actions still underway in relation to them.
We also note the absence of substantive references to human rights throughout the consultation paper. It is essential that the Scottish Government embed a human rights based approach throughout all frameworks and strategies. In addition, human rights budgeting work should be undertaken as part of resource allocation under the framework.
