The ALLIANCE welcomes the Scottish Government and Social Security Scotland’s publication of the Seldom-Heard Groups Action Plan 2025-26.

The plan sets out actions to support people who face difficulties accessing social security so that they receive the financial support to which they are entitled. By focusing on seldom-heard groups – marginalised communities who face intersecting disadvantages – the plan aims to tackle some of the systemic barriers to social security uptake that the ALLIANCE has long advocated for.

We particularly welcome the commitment to:

  • Addressing stigma.
  • Developing an inclusive communication resources hub.
  • Promoting independent advocacy.

The ALLIANCE looks forward to continuing to work with the Scottish Government, Social Security Scotland, and our members as these and other measures aimed at increasing the take-up of social security are delivered.
