Independent Review of Scotland's Legislative Framework for Children's Care Survey now open

Whether you’re a practitioner, manager, or carer, or you work alongside children and families, your experience matters. You don’t need legal knowledge to take part – the Centre for Excellence for Children’s Care and Protection (CELCIS) are interested in what you see and experience in real life.

Everyday practice is guided by a complex landscape of laws, regulations, duties and guidance. This survey is not about knowing the detail of these. We want to understand when legal processes support your work with children and families and when they create barriers or frustration, for example through delay, duplication, or unclear processes.

Your insights will help make Scotland’s children’s care laws and guidance clearer and supportive of good, relational practice, contributing to keeping The Promise so that children and young people grow up loved, safe and respected.

There are 10 questions. You don’t have to answer them all and you can take your time. The survey is open till Monday 11th May 2026.  

This survey forms part of an independent review of Scotland’s legislative framework for children’s care led by Professor Norrie, a leading expert on Scottish family law, in partnership with CELCIS Your responses will help inform practical recommendations to the Scottish Government on how children’s care legislation could work better in practice.
