- Published: 24th June 2025

The plan is intended to improve the lives of disabled people and put their experiences and concerns at the heart of policymaking.
The Disability Equality Plan was co-produced with three Disabled People’s Organisations – Inclusion Scotland, Glasgow Disability Alliance, and Disability Equality Scotland.
There are three priority areas for the first phase of the plan:
1. Providing financial support for disabled households.
2. Supporting disabled people’s full inclusion and participation in their lives, communities, and Scotland.
3. Improving mental health.
The plan is accompanied by Scottish Government funding of £2.5 million that will be used for actions like:
- improved mental health support tailored to disabled people
- expanded access to advice and support services
- training for policymakers and leaders to build understanding of the issues facing disabled people
- an annual Cabinet Takeover, giving disabled people a direct platform to speak to Ministers
Scottish Government have committed to publishing a progress report in 2026.
