ALLIANCE publishes report on the development of a Population Health Framework for Scotland

ALLIANCE members had their say on the development of a national Population Health Framework for Scotland.
On the 1st and 2nd of October 2024, the Health and Social Care Alliance Scotland (the ALLIANCE) hosted a member’s event in collaboration with the Scottish Government. ALLIANCE members from our lived experience and organisational networks gathered to learn, discuss, and offer insight to inform the development of a national Population Health Framework for Scotland.
In June 2024, the Cabinet Secretary for Health and Social Care outlined their national vision of “A Scotland where people live longer, healthier, and more fulfilling lives”. Towards this vision, a national Population Health Framework is being co-developed by the Scottish Government and COSLA in collaboration with partners such as Public Health Scotland and Scotland’s Directors of Public Health. The Framework will outline how Scotland’s public, private, and voluntary sectors can improve population health – informing actions by which this can be achieved.
Within breakout rooms and wider group discussion, ALLIANCE members discussed the priorities, opportunities and practical steps necessary for implementing the proposed Framework across Scotland, providing informative and transferable experiences from across Scotland’s health and social care landscape.
The ALLIANCE has produced a full report of the findings from across the sessions which summarises the key messages and feedback provided by ALLIANCE members across both engagement sessions, offering insight into specific challenges and priorities for each proposed Framework driver.
Many key themes emerged through the sessions:
- The importance of meaningfully listening to, learning from, and acting upon lived experience
- The need for measurable outcomes which inform action
- The importance of investment to empower action
- Intersectionality
- Capturing health across the lifespan
- Unpaid Carers
- Up-to-date and informative public health data
- Addressing Scotland’s regional inequalities in care
- The power of community-based care
- Third sector integration
- Public sector integration and a whole systems approach
- The importance of accessibility and inclusive communication standards
