The ALLIANCE recommends that any changes to legislation should be underpinned by equalities and human rights considerations.
The ALLIANCE has responded to the COVID-19 Recovery Committee Call for Views on the Coronavirus (Recovery and Reform) (Scotland) Bill (this link will take you away from our website).
The provisions in the Bill seek to extend or make permanent some of the temporary, emergency powers to respond to COVID-19. Th Bill covers a wide range of policy areas including public health resilience, education, and freedom of information.
The ALLIANCE submitted a response to the Scottish Government’s COVID Recovery consultation in November 2020. Our response broadly agreed with the proposals, many of which create efficiency and flexibility across our public services.
The ALLIANCE recommends that any changes to legislation should be underpinned by equalities and human rights considerations, as well as lessons learned from the COVID-19 pandemic. We believe that proactive steps should be taken to advance equality and a human rights based approach at the forefront of the legislative provisions through tools like Equality and Human Rights Impact Assessments, and issuing guidance to support a human rights based approach.
