The ALLIANCE have submitted a response to the Independent Review of the Adult Disability Payment (ADP) consultation, reiterating calls and evidence we have made throughout the development of the devolved social security system. The Independent Review was established to look at aspects of the Adult Disability Payment including application processes, the rules relating to daily living and mobility, and decision making.

  • Calls for the 50% rule, which significantly impacts people living with fluctuating conditions, to be scrapped.
  • Recommends that an alternative to a points based system be investigated, or that support is scaled across a range of points rather than a qualifying “cliff edge”.
  • Encourages the Scottish Government to ensure consistency across disability payments for children and pension age people.
