Up to £20 million to be delivered via Independent Living Fund to help people live in their communities

The Scottish Government and COSLA have published a new Coming Home Action Plan, setting out steps to ensure people with complex care needs can live in their communities rather than remaining in hospital or inappropriate care setting.

A key part of the plan is a commitment of up to £20 million to support its delivery. The majority of this funding will be distributed through the Independet Living Fund Scotland, reinforcing its central role in enabling independent living. This brings total investment in the Coming Home agenda to £40 million since 2021.

The Action Plan is based on a shared aim to uphold the human rights of people with complex care needs, ensuring they are supported to live as independently as possible and maintain connections with their home, family  and community

The Action Plan continues to set out further work across key areas such as housing, community support, service planning and workforce development. This includes strengthening community-based services and improving how support is commissioned. New oversight arrangements will also be introduced, alongside the creation of a Lived experience Hub to ensure people with lived experience and their families are meaningfully involved in shaping and delivering the work.
