The Scottish Government has published a recommendation report.

The report was provided by Dame Sue Bruce as independent chair of the Independent Review of Inspection, Scrutiny and Regulation of Social Care Support in Scotland (IRISR).

The report outlines recommendations across five themes, covering a person-centred approach; what needs to be inspected, scrutinised and regulated; how this should be carried out; determining whether systems are working; and how these systems will support the workforce.

In December 2022 the ALLIANCE submitted a response to the call for evidence on the Independent Review of Inspection, Scrutiny and Regulation in Scotland. One of our recommendations set out in this response was that Scotland’s system of inspection, scrutiny and regulation should include a commitment to co-produce systems with people with lived experience, where people accessing health and social care services are part of planning and decision-making at all levels.

The review concludes that change is clearly needed to meet the requirement of the current and future social care support landscape. There therefore needs to be cultural and legislative changes to a system which prioritises improvement, is comprehensive and is consistent in what it inspects, scrutinises and regulates.
