The ALLIANCE has responded to the consultation on the Draft Climate Change Plan Scrutiny 2025.
The ALLIANCE welcomes the opportunity to respond to the consultation on the Draft Climate Change Plan Scrutiny 2025.
Through this consultation response, we urge that the health and care sector be given equal consideration in developing the Climate Change Plan. This recommendation reflects the dual position of the sector: it is both significantly affected by climate change and contributes to it. The ALLIANCE believes it is essential to consider the climate impacts of all sectors of society – not only the most visible such as energy and transport.
Additionally, it is also important to recognise that the effects of climate change, and of climate policy itself, will not be experienced equally across society. Disabled people, those living with long-term conditions, older people and individuals in high areas of deprivation are often more vulnerable to these impacts. For this reason, a human-rights based approach must be central to the Climate Change Plan. In particular, the rights to health, to a healthy environment, and the rights of disabled people should be thoroughly embedded and addressed throughout the plan’s development.
As such throughout the response the ALLIANCE;
- Strongly recommends that the health and care sectors not be forgotten about when it comes to climate impacts.
- Recommends that the care sector be valued as an investment, not simply a cost in tackling climate change.
- Advises caution in the creation of transport policies in a one size fits all approach as these may not be suitable for rural areas leading to uneven emission totals across Scotland.
