ALLIANCE pre-budget scrutiny responses highlight human rights and preventative spend

Scottish Parliament committees have been taking evidence on key priorities in advance of the annual Scottish Budget.
The ALLIANCE have responded to the call for views from three committees. The Equalities, Human Rights and Civil Justice Committee were seeking views on the impact of the Scottish Government’s spending and taxation plans on people; the Finance and Public Administration Committee was investigating the sustainability of Scotland’s finances; and the Health, Social Care and Sport Committee looked at various short and long term pressures on services.
Although each committee has a different remit, the ALLIANCE highlighted some consistent themes across our responses.
- Human rights budgeting, which should be an embedded and central part of the budget setting and scrutiny process at all levels.
- Preventative spend, investing in high quality services to support health and wellbeing now, thereby saving money on more expensive acute interventions in the longer term.
- Support for the third sector, which has been facing increasing financial pressures for many years yet continues to innovate in service delivery.
- Using available tax powers to raise revenues necessary for essential public services, and in particular reforming local taxation.
