The update outlines timescales for the move to adult disability payment and how applications in light of terminal illness are made.

Social Security Scotland have circulated a further update on the new definition of terminal illness for disability assistance in Scotland, aimed at healthcare professionals who provide supporting evidence. The DS1500 forms currently submitted to the Department of Work and Pensions (DWP) will be replaced by new Benefits Assessment for Special Rules in Scotland (BARSiS) forms, in a staged process.

The new definition of terminal illness in Scotland will not use the time limited “6 month” rule, and instead relies on clinical judgement. BARSiS forms are already in use for Child Disability Payment, and will be used as the Adult Disability Payment (ADP) is rolled out. ADP will be rolled out, and BARSiS forms enter into use, to the following schedule for anyone aged between 16 and the state pension age and not in receipt of PIP or DLA:

  • After 21 March 2022 – Dundee, Perth and Kinross, Western Isles
  • After 20 June 2022 – Tayside, Western Isles and Lanarkshire Health Board areas
  • After 25 July 2022 – Fife, Ayrshire and Arran, and Grampian Health Board areas
  • After 29 August 2022 – Whole of Scotland.
