The ALLIANCE welcomes the plan which sets out 54 practical actions to be delivered across Scotland.
The ALLIANCE welcomes the publication of the second Scottish National Action Plan on human rights (SNAP2) which sets out a vision for a Scotland where everyone can live with dignity. Scotland is at a crucial time in its human rights journey and the action plan offers an opportunity to deliver meaningful change.
It details 54 practical actions to be delivered by Scottish public bodies, civil society organisations and rights holders.
The plan follows the publication of Scotland’s first National Action Plan on human rights (SNAP1) in 2017. Since 2017, the ALLIANCE has been actively engaged in helping to develop Scotland’s second National Action Plan for Human Rights (SNAP2). This includes being a member of the SNAP2 Development Working Group in 2018 – 2019, and a member of the SNAP2 Leadership Panel between 2022 – 2023.
SNAP2 is guided and underpinned by fundamental human rights principles which apply to all SNAP2 actions. These are:
- Participation and collaboration
- Accountability
- Non-discrimination, equality and intersectionality
- Empowerment
- Legality
It sets out eight priorities which address some of the main issues that currently affect people in Scotland, including standard of living, health and wellbeing, the environment, education, work, family life, justice, and COVID-19. It also sets out actions to realise a human rights culture and support human rights incorporation.
The independent SNAP Secretariat and SNAP Leadership Panel will now be hosted within the Directorate for Equality, Inclusion and Human Rights at the Scottish Government.
