The ALLIANCE welcomes the opportunity to respond to the consultation on an Older People's Commissioner.

The Health and Social Care Alliance Scotland (the ALLIANCE) welcomes the opportunity to respond to the consultation on the proposed Older People’s Commissioner (Scotland) Bill.

The ALLIANCE have consistently called for public services to take a human rights based approach. An Older People’s Commissioner would have the potential for upholding and further advancing the rights of older people in Scotland, if appropriately empowered to investigate and challenge public bodies and service providers that are failing in their duties.

An independent Scottish Commissioner for Older People would be a specific champion for the rights of older people. They would review relevant laws, policy, and practice, highlight and advocate for change where needed, commission research, and carry out investigations when older people’s rights may have been breached.

The Commissioner would embrace the opportunities as well as respond to the challenges of an ageing population. By recognising the value of older people in our society and helping them to realise their rights, we can ensure everyone continues to play an active role.
