ALLIANCE budget briefing calls for further cost of living support

Our briefing ahead of the 2023-24 Scottish Budget re-iterates calls for further cost of living payments and abolishing social care charging.
Ahead of the publication of the Scottish Budget for 2023-24 on 15 December, the ALLIANCE have issued a briefing to MSPs outlining key priorities for public investment, in the context of the ongoing cost of living crisis as well as the development of the proposed National Care Service. At the core of the briefing are the findings from the ‘Disabled People, Unpaid Carers and the Cost of Living Crisis‘ report, which highlighted the precarious circumstances many people are already in.
The ALLIANCE recognise the challenging financial circumstances facing Parliament, however, it is crucial that the impacts of these challenges do not fall on those with the least responsibility for them. It is clear that further, urgent action is necessary to support people through the cost of living crisis.
The ALLIANCE briefing calls for:
- Prioritising emergency cost of living payments through the social security system
- Further clarity on the proposed National Care Service and stable funding for existing services
- Non-residential social care charges to be abolished
- Careful consideration of how to use the Parliament’s revenue raising powers, including longer-term reform of local government funding
- Investment in renewable and energy efficiency schemes
- Flexible, multi-year funding for the third sector
- Embedding a human rights budgeting approach throughout the process
