ALLIANCE response to Resource Spending Review Framework

The third sector must be valued as a key partner in public service delivery, resourced by sustainable, ongoing, and secure funding.
The ALLIANCE has responded to the Scottish Government’s consultation on its Resource Spending Review Framework (this link will take you away from our website).
The Resource Spending Review is an important accompaniment to the Scottish Budget 2022-23, with a necessary focus on longer term planning for public spending. It is important that a multi-year funding framework works for the third sector in a flexible and practical way. The ALLIANCE, alongside colleagues in the third sector, has repeatedly called for long term, sustainable and adequate funding for the sector. Yet we know from our members and partners that third sector organisations continue to experience short term and inflexible funding allocations as a key barrier.
The spending review presents an opportunity for the Scottish Government to work meaningfully with the third sector to create pragmatic solutions which offer greater financial and planning certainty and deliver outcomes for the people who access third sector services.
Our response sets out constructive observations and recommendations, informed by the views of our members and partners, and the ALLIANCE’s earlier submission to the Scottish Parliament’s Finance and Public Administration Committee.
